Steven Liew

Steven joined eBay's Government Relations ("GR") Department in June 2006 as Head of Government Relations, Southeast Asia. On January 1, 2007, Steven was promoted to Director of Government Relations, Asia Pacific Region. On October 1, 2009, Steven was promoted to his current position of Chief Relations Officer and Senior Director Asia Pacific. In this new role, Steven handles all interactions with governments, Law Enforcement agencies, NGOs, Intellectual Property Rights Owners and academia in Asia Pacific.

Steven leads a team of GR professionals and Legal Counsels based in Seoul, Shanghai, Beijing, Taipei, Delhi, Sydney and Singapore. He also travels frequently to the US and Europe to conduct outreach to various external stakeholders governments.

Steven has spent more than a decade working in intellectual property rights ("IPR") policy and enforcement. He was previously responsible for Nokia Corporation's Brand Protection Department in the Asia Pacific region and more recently the Anti-Counterfeiting Department for Louis Vuitton Malletier in the Greater China region. In both roles, Steven has developed and executed successful IPR programs in the region.

Steven started his IPR career as a solicitor at Baker & McKenzie, Hong Kong. In that role, he serviced the IPR needs of multinational brand owners in Asia. His work included counseling clients on IPR issues, enforcing his clients' IPR and conducting extensive government lobbying on IPR policy in the region.

Midway through his legal career, Steven took a 3 year hiatus and pursued his childhood dream of being a police officer. He still serves up to 4 weeks a year in the Singapore Police Force as a reservist with the rank of Assistant Superintendent of Police.

Chang Sau Sheong is currently the Director of the Applied Cloud Computing Lab in HP Labs Singapore, responsible for managing a team of engineers focusing on researching, developing and testing cloud computing solutions.

Before joining HP, Sau Sheong was the Chief Technology Officer for Garena, a gaming platform and publishing company. His responsibilities included leading his team to develop, deploy and maintain Garena software products and games.

Prior to Garena, Sau Sheong was Director of Engineering for Yahoo! Southeast Asia, where he led a team in the continual development and maintenance of Yahoo’s websites and services for customers across the region. During his time at Yahoo, he was also the Head of Yahoo’s Developer Network for Southeast Asia, driving developer garages, interactions and forums across the region.

His other past experiences include managing a global software development centre for Welcome Real-time (a global card marketing software provider) as Software Development Director; and co-founding elipva (an e-business solutions specialist) as Chief Architect and VP of Product Engineering.

Besides being an active developer on many open source projects and a technology enthusiast with links to various grassroot developer groups in Singapore, he has also published a book titled ‘Ruby on Rails Web Mashup Projects’ in 2008, and a second book titled 'Cloning Internet Applications with Ruby' in 2010.
